OSCE training course in Turkmenistan addresses port security procedures

AKIPRESS.COM - training-seminar-meeting Port control procedures and security management operations at port checkpoints are the focus of an OSCE-supported training course that will conclude tomorrow in Turkmenbashi, a city on the Caspian coast.

The five-day training course brought together 20 participants, including officials from the State Border Service, State Migration Service, State Sea and River Transport Service, State Customs Service, the Defense Ministry’s Naval service and the Interior Ministry’s transport police.

The practical course provided insights in maritime security system (MARSEC), international laws regulating border crossing procedures, as well as border and customs control at port checkpoints.

Richard Wheeler, Political Officer of the OSCE Center in Ashgabat said: “The OSCE Center in Ashgabat organized this training course to facilitate the exchange of international standards and national practices in strengthening port control procedures and to support the host government’s efforts in enhancing security at the International Seaport of Turkmenbashi.”

Two international experts talked about the port control of passenger vessels, surveillance and escort of marine vessels travelling overseas as well as security and passport control procedures for port-based border crossing points. There was special emphasis on conducting port facility security assessments and emergency preparedness, as well as the screening of cargo and passengers. Participants discussed inter-agency collaboration carried out at seaport checkpoints and the development of screening techniques and specialized equipment.
