Government of Kazakhstan discusses new online platforms

AKIPRESS.COM - The meeting of the Commission on the implementation of digitalization was held under the chairmanship of Prime Minister of Kazakhstan Alikhan Smailov, Primeminister.kz reports.

Minister of Agriculture Yerbol Karashukeev reported that the Unified State Subsidizing Information System has been launched since the beginning of 2023, which has replaced a similar private platform that has been criticized by farmers.

The system provides free allocation of state subsidies to all farmers, having already saved more than 1 billion tenge. A waiting list was introduced to ensure transparency, and the public budget function was launched in the context of regions and subsidies. In general, more than 50,000 people registered in the system, more than 88,000 applications were submitted and more than 112 billion tenge were paid in the first half of the year.

The Prime Minister stressed that the Ministry of Agriculture needs to take into account all the comments of NCE Atameken on improving the functionality of the platform, the administrations of the regions should ensure the timely transfer of funds to pay subsidies, and together with farmers, digitize the fields on the Kazakhstan Gharysh Sapary portal by the end of the year. The administrations of the newly created regions were instructed to complete the work on accepting obligations to farmers in the system by the end of July.

Minister of Digital Development, Innovation and Aerospace Industry Bagdat Musin reported on the launch of the Unified Subsoil Users Platform "minerals.gov.kz" in June this year.

It is designed to simplify and speed up the process of issuing licenses for the exploration or production of minerals by automating government functions. Through the platform, potential subsoil users (investors) can get a complete picture of the requested area, starting from the existing infrastructure, geological knowledge of the subsoil and existing contracts, ending with geological and geophysical data.

The meeting also considered the issue of creating a National Data Bank on the state of the environment and natural resources. Minister of Ecology Zulfiya Suleimenova reported that an interactive map has been launched in pilot mode today. This map displays data from automated systems for monitoring emissions into the environment, information about landfills and collection points for solid domestic waste, the state of atmospheric air.

It is expected that the platform will provide the collection and analysis of a variety of environmental information in real time for the prompt adoption of appropriate decisions and actions. Its commissioning is scheduled for December 2023, and for commercial operation in the first half of 2024.

Alikhan Smailov emphasized that when developing the system, special attention should be paid to strengthening the fight against unauthorized dumps.

The meeting participants also heard the report of Minister of Justice Azamat Yeskaraev. In particular, he spoke about the OSI digitalization project, which was launched in April in all regions of the republic. Today, about 100 houses participate in it.
