
AKIPRESS.COM - President Sadyr Japarov signed a decree on creation of a medical complex in Bishkek.
The document was adopted with the aim of building a modern medical complex that will unite specialized state healthcare institutions, provide the population with comprehensive and centralized medical services, create an environment oriented towards patients with special needs and enable large-scale modernization and integration of healthcare infrastructure in Kyrgyzstan.
The creation of the medical complex is recognized as a strategic state task and a priority project for implementation in the medium term.
The construction and equipping of the medical complex will primarily be financed through the privatization of property complexes of state healthcare institutions located in Bishkek that require reconstruction or modernization, on an open and transparent basis, as well as with the involvement of private investments and funds from international organizations.
If these funds are insufficient, the necessary financing for construction and equipping of the complex will be allocated from the republican budget.
The relocation of state healthcare institutions to the medical complex will be carried out gradually as the corresponding facilities are commissioned, but no later than two years from the date of privatization of the vacated property complex.
The management of the project and coordination of the construction of the medical complex is entrusted to the Presidential Administration.
The Cabinet of Ministers, together with the Presidential Administration, is tasked within six months to:

Develop and approve the concept for the implementation and operation of the medical complex project;

Coordinate with the Bishkek city administration to determine the location of the complex, allocate the necessary land plots, and take measures for their transformation;

Identify the list of state healthcare institutions subject to relocation to the medical complex;

Approve a phased plan for relocating institutions and vacating privatized property complexes;

Identify contractors and service providers involved in the design and construction of the medical complex;

Develop and implement draft normative legal acts to eliminate legislative obstacles and restrictions that may hinder the privatization of property complexes of state healthcare institutions subject to relocation;

Review, jointly with the Bishkek city administration, the status of vacated buildings of state healthcare institutions representing historical and cultural value;

Develop measures to preserve incentive salary supplements for employees of state healthcare institutions being relocated with national status;
-
Ensure an objective and independent assessment of the market value of vacated property complexes;
-
Implement organizational, financial and other measures arising from this decree.
